The Land Use and Transportation Coordinating Group was officially appointed by the Grand Traverse County Board in April of 2005.  The group's mission, established at its August meeting, defines its purpose: 

 

“Our mission is to use a transparent and citizen led discussion and process to ensure the development of a community vision, plans for the future, and projects that address land use and transportation challenges facing the region.”

 

The Land Use & Transportation Coordinating Group operates under teh following principles:

The Land Use and Transportation Coordinating Group’s role is to act as ‘guardians of the process’ of creating a land use and transportation visioning, planning, and implementation initiative in the Grand Traverse area.  The group’s responsibilities include ensuring accountability to the public; encouraging a citizen-led process that is open, transparent, credible, and fair; ensuring alignment with the legal requirements of funding streams; and gaining buy-in from stakeholders. 

 

The Coordinating Group’s tasks include:

1) developing a scope of work and request for proposals to guide the visioning and planning effort,

2) reviewing consultant’s proposals to work on the initiative, and

3) making recommendations to TC-TALUS about the scope of work for the initiative and potential consultants. 

 

The Traverse City Transportation and Land Use Study (TC-TALUS), the transportation planning agency for the Traverse City urbanized area, is the fiscal agent for the federally obligated $3.3 million authorized to support the transportation and land use visioning, planning, and implementation initiative, and will manage the contract with the consultant or consultants who will conduct the process.  

 

The Coordinating Group uses a consensus model for making decisions, with the help of skilled facilitators from the Community Reconciliation Services of Traverse City.  Traverse City Transportation and Land Use Study (TC-TALUS) and the Northwest Michigan Council of Governments (NWMCOG) provide staff support and technical assistance to the Coordinating Group and its subcommittees.
